if it is eczema, i'd stay away from the topical steroid cream prescriptions, as all that does is thin out the skin and make it more prone to infection...
like bluewlvrn mentioned, talk to your doctor about elidel (http://www.elidel.com/index.jsp). it's non-steroid cream and helps with the itch as well as the eczema itself. a lot of my friends who are doctors and suffer from eczema recommend elidel over anything else in terms of prescription.
not sure about whether it's okay to use on an infant or not...
